Restore or Rebuild?

At what point does it stop being a restore & turn into a rebuild if ever? I noticed on a “restore” of a 50's mobile scout that they had removed all of the original interior due to disrepair. They then removed the original skin beause it had a few rips that could have been repaired & replaced it with an all new skin. The only thing that was still original was the axel if it was original to begin with. I noticed that this was a very common practice for some in the restoration business. It just made me think, I could go to Lowe's & replicate everything they did & if I did & I had the original frame then is it a rebuild & as long as I cut the body pattern out in the right style then could I say I have a 1950 something mobile scout? I mean it wouldn't be any different than what they were selling back to people as originals for tens of thousands of dollars. What does everyone think of this personally?
